Many citizens who are concerned about the Kinder Morgan pipeline and tankers expansion project don’t realize that they must apply to the National Energy Board NOW if they wish to participate in the review of the project. And under new rules, even citizens who just want to write a letter expressing their views must apply to the NEB first and demonstrate that they are “directly affected” by the project.
